The 1971 lawsuit filed by the Pennsylvania Association for Retarded Children (PARC) against Pennsylvania was the first right-to-education lawsuit in the U.S. that forced the state to take responsibility for inclusive education and reinforce society’s duty to advocate for students’ rights and shaped future educational policies.
